What is Civil 3D
From autodesk.com:
Civil 3D software is a civil engineering design and documentation solution that supports Building Information Modeling workflows. Using AutoCAD Civil 3D, you can better understand project performance, maintain more consistent data and processes, and respond faster to change.
Supported Operating Systems
Civil 3D is only available for Windows. Mac and Linux users will need to install Windows first.
VPN requirement
Connection to campus VPN is not required to license Civil 3D for student version but is required for faculty version.
Downloading Civil 3D to a Windows Computer
Civil 3D is available for free for faculty, staff, and students.

The installer is over 5gb - it will take some time to download.
